It does not block validation by itself. Blocking is the approval state applied to the document by the engine. It does not reserve or unreserve stock. Inventory logic stays Odoo's. It needs OmniApproval. This is the inventory bridge to that engine. Not every transfer should need approval. Which types do is configuration - deliberately.
