Shall we create ledger account for customers in odoo

Hello im new to odoo - 9. shall we make ledger accounts for each customer and vendor or assign existing receivable and payable accounts to it ?

You don't have to make ledger accounts for each customer and vendor. Odoo is smart enough to manage such payable and receivable without separate accounts.
